In coordination phase 1 the higher education institutions create ranking lists for the applications to a course of study. This is done according to the particular state and the higher education institution's internal regulations.
The ranking lists of the various courses of study have to be communicated to hochschulstart.de and released at the latest by the end of coordination phase 1. After the release applicants can view the position of their applications in the ranking lists of the courses for which they have applied. By working through the ranking lists the higher education institution makes offers to single applicants through the application portal of hochschulstart.de.
Applicants can either accept an offer directly or wait for other offers. If an applicant accepts an offer, then he/she receives an admission and withdraws, with all other applications, from the procedure. Other applicants can then move up the list.
